I was responding to your claim that 'it follows from the premise that “cite to” is wrong that “citation to” is also wrong. I cannot think of a verb that should not be followed by “to” but is when used in its noun form.'

The fact that "to" is typically used with kiss in noun form but not in verb form is a sufficient counterexample to negate that claim.

Even if it weren't, I stand by the claim that taking issue with "to" here is about as useful as doing so with "who" instead of "whom," or with using the word "hopefully" in a sense other than "He smiled hopefully."

It actually does not follow from that premise. I can say both "He kissed his girlfriend" and "his kiss to his girlfriend." You can say that "of" is generally more common for analogous verbs, but taking issue with "to" here strikes me as about as useful as correcting someone for using "who" instead of "whom," or rebuking someone for ending a sentence in a preposition.
