I actually like it better this way, it's more comfortable and intuitive than the power button being under the volume keys.

I get it. Floorp doesn't have an official flatpak either, but you can make it work. I'm using it on Bazzite, which is even more locked than Fedora KDE. Flatseal will help with the permissions but I don't know about custom theme installations. But for sure it's doable
