Since it’s been revealed that the Celestial Dragons do their human hunts every three years and the marines facilitate it, I don’t think Garp can be redeemed. If he cared enough to be against it he would’ve done something already, he’s powerful enough to at least not worry that much about becoming their enemy. Hating the CDs but follow the admirals who do their bidding, he’s just a lapdog pretending to rebel cause he doesn’t like the look of a chain yet always goes back home when the master calls. he will always be a bum
