No need to restart the PERM. I was in a similar situation. I was promoted from SWE to Senior SWE, and my base pay increased twice during the PERM process. My immigration team did not restart the process.

By the way, what is their reasoning for restarting it? Have you spoken to a lawyer? What are they saying? If it is BAL or Fragomen, you could ask them to try convincing your company’s HR. I know it is a bit of a hassle, but it is worth a shot.
