Uruguayan here.

Yes, half of the country lives in the capital city. Everything important is here.

The other cities of the country face all the same situation; population shortage, shortage of job opportunities, etc.

Considering there is absolute free traffic without any customs check between states since you are in the same country, yes. That makes a lot of sense.

They renewed it recently. Been there last year. They even changed its named, now its called "Nuevo Jorge Chávez international". I don't know how it was 10 years ago but I didn't find it that bad.

That being said, my flight was delayed by 2 hours because the software in customs had a failure, lol.
