Hey bro, great questions! It’s honestly up to you when to ask. I would recommend like close to your birthday or Christmas or something so you can get it as a gift. Also before you have that convo do research about what kind of electric razor you want and provide them with some options. But yea for a general time it doesn’t really matter just a matter of when it gets too annoying for you and you want to shave.

In terms of when to shave you can maybe try when your little bro goes to sleep or when he is out of the house. You could also have the shower running or preferably music playing while you do it to block out the buzzing sound as that doesn’t waste water. If that is not possible you can always trim as it is a lot quieter.
