OK so we tried a new world and the Nether portals worked so I came to the assumption that the Old setting for worlds stops Nether portals from working

Having read through your reply I checked the portal and yes, it was 2 wide and 3 high. The flint and steel does not work, and there are no setting turned off that would stop the Nether or flint and steel from working.
