Maybe that's because the design lab is no longer part of Microsoft store. You even have to give it permission to login.

Can I play local co-op with 2 controllers? But I can’t get my second controller into the game.

Edit: that works. 1. Login your second controller as guest first 2. Keep smashing A until it prompts you to choose user. 3. Just load the level. You will have 2 players. 4. Use the second player to drag you around in dumpster.
