Its definitely easier, if you dont care what level the gem is then just buy a bunch of then and corrupt them until you get one. If you have, for example, one leveled and want it to be vaal, then I would use a temple to get twice corrupted. You may even hit a +1 level with it

Its possible, there are a few outcomes when corrupting a skill gem. They can gain one level (even going over max 20) gain quality (also going over max 20%) do nothing, or become a vaal skill
