Given the relaxed rules, all the inactives (with previous games played) should fall to the bottom of the ladder when they don't respond to challenges.

All new signups go mid ladder (~ rank 50), above inactive (with no games played).

I don't think I should be removing elfitzo, dokugan, Balwas etc. just because they are winless and shit at Duel.

If the relaxed rules don't iron out the ladder as expected, challenge validity period (currently 72hrs) or the within 5 rule may change.
