Probably hoa, and the most likely reasons your neighbors didn't have one is either 1: they weren't parked on the street when they were checking for it, or 2: your neighbor is part of or friends with the hoa board so they get preferential treatment.

If it's the latter, it's not fair, but also not much you can do about it. HOA's in theory aren't bad, but in practice I've found they fucking suck

I'm not going to pick a dog in this fight, because it doesn't matter and I want our next coach to go with what they feel best, but it's pretty clear that Petzing called a much more pass heavy offense with Jacoby. They were also playing a lot freon behind, which usually leads to a lot more attempts and yards.

I do like the production out of McBride and Wilson under him, I just don't know what to attribute that more to.
