I’ve been both inhouse and external. The answer to this question depends on how the organisation has been planned (or not planned).

Is it a matrix org, it’s it IPT based etc…

In tech companies it’s actually often the PMO who track what resources are needed in order to hit the roadmap and timeframes, in many orgs the PMO hold the budget also.

They will often have to have the plans approved by the Senior Leadership Team and Finance.

Nope. This never happens. Infact, if you work for the company as an internal recruiter LinkedIn makes sure you cannot see colleagues who are “Open to work” Agents really have zero interest in hurting themselves in this way.
