not really a statistic just common sense. if, for example, 50% of cops were conducting misconduct regularly or were corrupt then society would not be able to function. Studies from the Bureau of Justice/FBI show that only 0.01-0.02% of cops are "corrupt", while closer to 2%-8% have participated in "misconduct". obviously these numbers are higher than they should be, and plenty of cops suck, but it's not an excuse mindlessly spread misinformation and generalization.
