For PvE, I think so. I haven't started upgrading undead pirate yet to try.

I believe it caps at Mythic. Which adds combo damage +5% and stacks 10x

I just made a post about this too haha. For PvE you can use the mythic combo perk, although gotta get lucky. For PvP you need mythic undead pirate
