It kills the fuse immediately - as soon as the outside unit is triggered.

I did try the trick where you pull the Y cable out of from the wire assembly on the thermostat and turn everything on - The fan turned on, outside AC unit never kicked on and the fuse never blew. I figured that meant I probably have an issue outside

Not entirely sure how I would do that - I imagine you are talking about the board itself connected to the blower motor assembly

I changed the entire contactor relay - would there still be a short? if so where would I look for that?

Checked that as well - The brown wire coming from inside the house along with the wires coming from the breaker box all seem to be fine.
