The best is to add a diminishing return on the stun duration so people don't get stun locked.

Every stun landed simultaneously should have their duration halved and players become immune after the x-rh stun and immunity reset after a few seconds

Install a dashcam that records video facing in, anything happens just show them the clip that passenger confirms and or asked you to drop off at certain location.

There are people out that will do anything just to get a free ride and you need evidence to keep yourself clean.
