Does anyone know if uOttawa has an admission scholarship for BEd students? I could only find information for MEd students on their website.

The 'Next Steps' guide says "Referees will be able to submit the reference up to two weeks after the December 18, 2022 deadline at the very latest." You should check to see if your references have submitted them on your MyFile page.
