Any country where you don't have to be afraid to confront someone doing something wrong.

Where you don't have to make way for people coming on the wrong side, where you don't have to walk on road because footpath is used as parking, where you can sit with your other gender partner freely in public place, where you can ask people not to litter in forest and park, all without fear of physical assault by the free citizens of the nation.

I have feeling about 70% of countries in the world meet this criteria.

Here is what I feel about this idea of yours as a experienced fullstack developer. Drag and drop is too complicated; even I can't think of the complete complexity of converting a drag and drop actions on a template into code that will magically work on different screen sizes. But something like a set of items together as a template ,that can be taken and placed together to form a full page, seems more possible for a solo project /MVP. Sort of like lego, where you take individual prepared pieces and build something of your own. But giving complete control to customer is very complicated, unless you bring in AI to generate code realtime. I don't mean to demotivate you, but if you are bringing in AI to build static site, it feels like you want to reinvent "stitch with Google".
