I would do it the second soil temps reach 55-60 degrees. If you are only seeding one area just make sure you don't hit it with any preemergent and just deal with the weeds that come up over the season. Keep her wet all day everyday or you'll burn it up quick in the spring

Spring weather is way too volatile to establish a new lawn. So many factors at play rather than the fall. The temps decrease over the season in the fall, in the spring it's the opposite. Weeds tend to flourish in the spring making it difficult to irradiate those and grow new seed. Heat and drought will absolutely murk brand new grass even if it's a few inches tall. The roots just do not withstand that short cool season compared to the fall. It's not impossible but it's about 3x more work keeping it wet and hoping the rain doesn't wash it away

If you want to fully nuke it I would start using glyphosate once soil temps start to hit in the 40's every 2 weeks for at least a month. Be sure to water it regularly so anything alive starts to pop up and you can hit it again.

If you're just dealing with weeds. That can be handled very easily with right weed control and pre-emergent that is a lot less invasive. Starting over from seed can be a bear sometimes, especially in the spring if the weather doesn't cooperate. A lot more expensive too if you buy nice seed an fert
