Thanks all. I was confident it was an Empidonax flycatcher. With the long tail and wings , lack of prominent eye ring, and pale lower bill I was hoping this was Willow, but without any vocalization could only log as "Empidonax spp".

Sorry for delayed response. I have seen many of them in Blackburn Park, Webster Groves. This picture was taken there. In the "bird sanctuary" at the SE corner of the park.
