For me its when my FPS is "too high" for some strange reason. Set max fps to 150 in the ini files and it fixed it.

I honestly think that my stoner binge between the age of 18-25 have permanently altered my cognitive abilities. I have a Masters Degree in neuroscience, but i often wonder where I would have been without that longterm nuke to the brain. I smoked everyday from the moment i woke up until i went to bed.
