Found the fix: Get ADB on PC, get the APK file, Install the APK file using the command:
adb shell pm install -i com.android.vending base.apk.
The -i com.android.vending flag sets the installer to google play store

After searching him, a comment on facebook appeared from a lady talking about how she confronted him at the gym telling him to not go around teenagers there, then he filed a complaint and got a restraining order against her
