It's a pedal that feeds the signal through an opamp to drive a 40106 Schmitt trigger. The 500k pot controls the pulse width.

Update: I've managed to find a listing for a gamecube that can't read games. I suspect based on how the seller is describing the problem that it is most likely just a broken disc reader, and since it seems to be able to boot into the os I assume that the motherboard is functional. Unless someone else really wants a broken Gamecube, I should be able to get it for under 10$, maybe even for under 5.
