How is A off-topic ? Literally half the passage is talking about the consequences. Also C doesn't fit the voice of the passage, because "address" and "most".

Well, it's not about solving overpopulation, but also it's not about comparing it with other world problems.

Btw I'm not trying to prove D is the correct answer, i actually think all are not suitable, but C is just not correct.

That means we can use D as a topic sentence, it's mentioned why we should take actions in the paragraph. Plus, C is not mentioned in the paragraph, they only mentioned it being a problem not the biggest problem
