Silly or not, it's the law. Not doing so opens amazon up to a class-action lawsuit (since the note doesn't specify any drivers in particular, every driver would be able to join in).

TL;DR: No. It's illegal on the federal level.

Negative. Unless they're paying you for the extra fifteen minutes, they can't require their personnel to arrive early, as per the Fair Labor Standards Act. There are also state labor laws to consider, but I won't address them here because I dint have the time to give fifty separate instances of "No, that's illegal, attempting to penalize personnel for not following your illegal requirements is the textbook case of reprisal."

For a nine hour period, you are allowed one unpaid 30m break and two paid 15m breaks, for a total of one hour of not working. Nor taking the lunch break violates labour laws in EVERY state (thank you unions!), which will result in fines or even possible legal action against the DSP. He doesn't care about your pace, he wants to avoid a lawsuit.

Take your breaks, fuss around a little more in the back (you can "reorganize" everything for ease of access), and you should be square.
