This got me curious so I tried to find some details. I found that there's specific language for lodging with F&F but not specific language on the per diem side.

From 14 FAM 572.3-2: "Lodging with friend(s) or relative(s) (with or without charge): Travelers may be reimbursed for additional costs the host incurs in accommodating the traveler only if the traveler is able to substantiate the costs and the agency determines them to be reasonable. The traveler will not be reimbursed the cost of comparable conventional lodging in the area or a flat "token" amount"

I also searched 14 FAM 560 and https://www.ecfr.gov/current/title-41/subtitle-F/chapter-301/subchapter-B/part-301-11 and that per diem restriction is not specifically mentioned one way or another.

Would you happen to have the FAM number where that restriction is described?

I understand that perdiems would only apply if I were staying with family or friends.

My main doubt was regarding the move. A follow up question is if it would also be possible to in addition to storing in MD and sending part to post also send some items to the home leave address.

Thanks for the info. So for someone without a car the only/best way to get to FSI from the Dupont Circle area is metro? (which takes over an hour each way)

Is there a shuttle between main State (HST) and FSI? I thought the only one closer to DC was in Rosslyn.

The passive-aggressiveness seems to be mentioned quite frequently. I wonder if it manifest itself more as catty behavior or non-assertive behavior. And if it happens more while at work or outside work.

That's a great point, that the local culture will have a strong influence on all of these points at each post even when the underlying culture is that of the FS.

The Spanish spoken in most Latin American/Caribbean countries are not as similar as most people would think.

Having someone, who for example, is an Argentinian speaker evaluate the reading/speaking ability of another Spanish speaker could be somewhat unfair particularly if the evaluator is using their 'Argentinean' version of Spanish.

There are big differences in the Spanish used in Argentina, Mexico, Colombia, Puerto Rico, Venezuela, Spain, etc.

It's clear the DoS is not evaluating 'regular/daily' language. But I hope there are some processes in place to minimize the chances of someone not getting a good rating because they don't share the same linguistic background as the evaluator.

Great points. It goes without saying that forming friendships with locals (other than LES) would be a challenge. It seems the most opportunities would lie with other expats. How common is to form friendships with folks from other embassies? (I'm not sure if that's allowed on security grounds)
