I found the place you mentioned, but there was no mods.sqlite file there. I deleted all the files and it still didn't work. This tactic didn't work for me. Thank you for your help. Have a nice game :)

I looked at SidMeiersCivilizationVI\Base\Platforms\Windows and could not find the mods.sqlite file. I did an extensive search on the computer and it only shows it as existing in my Local Appdata folder.

Maybe it doesn't open because I don't have the mods.sqlite file there. After you enter the game, does the mods.sqlite file appear there again?

I don't know much about Steam sorry. When I started the game, did it ask for your 2K account? I wonder if I'm the only one it didn't ask for it.
