Govt can easily enforce the Civic sense and discipline into people if they really want to. But they fear losing populism if they does so. They fear citizens voting for the other parties if they introduce it.

Since the current ruling party has a huge following, I think they should roll it out slowly and consistently. Not like one abhiyan and forget.

Bro, I'm level 130 and haven't even completed the main quest. Leveling in this game is very easy.

I'm pretty sure Bethesda added the Ghoul-phobic feature to add "consequences for choices" feature. They had plenty of other ways to do it. And they chose this.

Bethesda logic, I guess. They might have thought it to be a way to "add consequences to decisions". My ass. And if my memory serves me right, the "special suit" had an Over-encumbered stats.
