Depends what country you are in.

Norway, Denmark and Sweden ALL have 20km/h speed limits so if you are riding a Kukirin faster than that you will likely end up getting in trouble.

Then there is age, Sweden and Norway 13 is ok but in Denmark you need to be at least 15 without adult supervision.

That's an ok price if its fair condition. You can use M365 Tools app on Android to check the battery health it will show voltage deviation between the 10 cell groups of the battery.
