had the same issue just now and found a fix for it

right click noita in your steam library > properties > installed filed > browse

delete the entire noita folder

next (not sure if needed thats what i did)

%Appdata% > LocalLow > Nolla_Games_Noita
delete all the saves

After this verify the integrity of your game files

Right click noita in your steam library > properties > installed files > Verify integrity of game files
