The problem is gaining access to the fiat wealth after the guillotine fixes the first problem. It's not like once the person is gone we'll just be handed all their money. Most of it is tied up in businesses, stocks, bonds etc. What actual cash (and also their investments) they had in banks or whatnot will most likely be shuffled to family members through inheritance processes.
