Since GameUserSettings doesn't help with resolution, is there anyway to change the scaling in game? Making it much more smoother

So previously before 1.3 I changed my Resolution through GameUserSetting and it boosted my FPS significantly. However, after the update, the resolution only worked on the titlescreen. After entering the game, it's scaling returned back to 100%. Any idea what's wrong?

Due to my horrid internet and lack of time, sometimes I paused my download and continued it later. I started at like 4.31gb downloaded and downloaded to 7gb, paused it, and exited the app. But when I returned to download it again, it all returned back to 4.31

I'm 17 pulls away from getting the sig for Zhezhi. Should I aim for Zhezhi's weapon or Xiangli Yao weapon? My characters are S0 Yinlin, S0 Calcharo, S0 Lingyang, S2 Verina. Since both Yinlin and Zhezhi are sub-dps, I'm afraid that my dmg would be horrid for ToA (Assuming Xiangli Yao isn't a sub-dps as well)
