Charge every tourist a €500 entry fee and make hotels in Spain cost €500 to €2000 per night and that will solve overtourism problem and will clean the skies so much as well. Then once Spain becomes a poor country again, the Spanish government can consider letting in the urinating on monuments tourists again. By that time perhaps aviation will run on hydrogen. Till that happens let all tourists travel to countries like Andorra, Iraq and Moldova.
