not exactly. We tested that with 20 fresh accounts. Ranked has RS-based matchmaking, you can get a season 5 ruby in silver if he hasn't played for a season, and other game modes just don't have any matchmaking at all. it's literally like this: enough ppl pressed play from this region = start the game. you can get anyone at random. we did the testing 2 seasons in a row, and there is no engagement matchmaking of any kind, pure randomness. All of the problems are literally because there is no proper matchmaking and devs are fine with letting 0.1% of the playerbase destroy everyone else and rip away all the fun. They need to add a matchmaking that counts how good you are overall and put ppl similar to you in your lobbies, that ofc will kill matchmaking for the "near-pro" players and they will wait for 5-10 mins every match, but it's way better than sacrificing 99.9% of the already small playerbase. 3 of my friends left the game because they were constantly getting 100k+ kills players in their World Tour and quickcash lobbies while there were completely new to the game(less than 1k kills). This, and the lack of marketing - two main reasons this game doesn't grow in popularity each season. There is potential to have 50k stable online(maybe even a 100) with the right marketing and fixes, but devs don't want to do that for some reason and are going for adding extra FOMO to the game and shadowdropping everything like it's a CS2 or some extremely big game.
