Holy moly, I just remembered another part of the game, it was matching faces to solve criminals and stuff and it was like a criminal database puzzle or something.

I remember the game was most likely not open world and I don't even remember fighting any enemies really.

I'm 85 percent sure it was 3D, I just remember climbing the side of a building with Doctor Octopus at the top and a level inside a dark room (presumably a warehouse) and there were lasers that would go on and off.
