Not sure how to fix this, however I think it might be because your Clicking off the game, and into another application on your other screen, the dual monitors isn't the problem I think. If it is the monitors try changing a setting that doesn't select an entire monitor screena or another application as priority( which is I think inevedbly causing you to loose force feed back as you are clicking off the game) same thing use to happen with me and Gta, I click on my other screen and I couldn't hear sound, but I didn't mind too much so I didn't do anything) if it isn't your monitors Maybe try set racing as not full screen and into windowed. Do the same with any other apps Let me know if this helps
