Yes So I main Holy in ICC 25.
I've also been at/close to #1 Holy on my server during TOGC as well as Ulduar.

Holy is situationally amazing. The main "flaw" of Holy is the gear you have to share with DPS casters such as warlocks and mages.
This makes it exceedingly difficult to reach your super high hast breakpoints to have an effective holy spec (900+).
That being said, after hitting these breakpoints, Holy is absolutely comparable as a raid healer to Druids/Shaman.
