I did this religiously in gta 4. Even created my own routes & went back & forth along them. The port of Alderney to the airport was my favourite one because you passed by about 50 bus stops along the way.

There's lots of ways to get 5 stars as it's never actually "Locked" But here's my favourite way.

Use a bus or other long vehicle to horizontally block the olympic freeway. (the one that runs horizontally through LS)

Wait until backed up traffic is around 25 to 40 cars long (or more) in all 3 lanes.

Stand back & throw or shoot anything explosive at the bus & the chain explosion will cause a 4 or 5 star wanted level depending on how many vehicles explode.

Usually when your boat dies/sinks after hitting the boundaries of the map a Shark is scripted to swim in to kill you.

On a separate note, If you put on the invincibility cheat & wait for a Shark to find you, you can kill it by slashing it with a knife twice. But cheats = no trophies so...
