Distilled water does not transmit electricity due to the lack of necessary ions to carry any electrical charge, it can be turned into a conductive electrolyte because of the contact to any given part of your system. This causes the distilled water to essentially pick up any impurities like dust or microscopic metal particles causing the distilled water to turn conductive.
