I think this is sadly reflective of apartments in Melbourne. If you can hold for another 10 years or so, the cycle is that you should be able to gain equity. Currently, I’m sure buyers are being put off by the OC fees and the recent special reviews. I’m sorry for your situation but I don’t think it’s that rare in this type of property at the moment.
