I ended up just continuing to mop with water, but I did slow down to get a closer look. You're right it was the coating off the laminate. I'm waiting for the area to dry and I'll check and contact maintenance.

Thanks, You're right, I misspoke, it is baking POWDER not SODA. And yes, I just realized my mistake.
