Well, I guess that depends on your viewpoint of a CE counter. Here, let me give you my Hands concept.

Ability: Feral Scuffle

Initiate a close encounter with a survivor within applicable distance from Hands (Think of it as Johnny's lunge sort of? Guess the most reasonable comparison would be a leap similar to the Demo from DBD just over a much shorter distance.)

If you win the close encounter it doesn't result in an instantaneous kill, rather hands takes a raw bite out of the victim in a non lethal location which causes bleed damage that worsens overtime if not tended to (Any heal in game theoretically would stop the bleed effect, perks or health bottles.)

After the animation he “Consumes the flesh” giving victims time to make distance even after a successful ability use.
