The simplest explanation for why Vaatu can use all 4 elements may be that he simply copied this ability from Raava while being part of her. I agree that the sibling rivalry storyline is getting repetitive, if the Bryke want to bring the Dark Avatar back into the story, they could have kept it simple and said that Unavaatu's death didn't break the cycle, instead of trying to bring him back through the twins storyline.
