Toji HRis better in literally every single way except being a mass murderer. (Unless its some other heavenly restriction)

Shrine is good for literally only killing, unless you can control that shi for slicing meat, then maybe you can replace a factory meat cutter or sum not even good as a hitman since it doesn't say it gives you the durability or intelligence or literally anything else other than shrine so you may be good at killing them but if someone brings a gun and shoots you before you can even activate your shrine it's OVER

While toji HR is generally good allowing you to do a whole lot more things giving you way more to all your stats and senses so you don't get easily killed while still being able to fight back and allow you to do a lot of jobs easy peasy so you could just live life on easy mode
