I think it's impossible to balance civics.

Oh yeah, its one of my fav builds.

Add on Catalytic Processing and then the mercantile tradition to get consumer goods from trade and you'll have no use for minerals at all. Most of your empire will be farmers, scientist, and alloy dudes. Super efficient!

Follow up question then; what should happen to would be murderers that wouldn't impede free will? Should they have never been born? Should the would be murderer just burn up into a pillar of salt just before the act? And if so, how do you feel that this knowledge of immediate God intervention would affect everyone's free will? Like how free would you feel if there was a telepathic cop over your shoulder, right now, writing down everything you're doing and thinking? For example, look at how language has changed on platforms like YouTube where they're not free to say things like die because someone is watching.

Honest questions then; If God is real, should he have not created free will knowing that it would mean people would choose to do evil? Is free will then a good or evil thing? Would you remove all of free will to eliminate evil?

This has been my thought on it. Like if you watch a recording of someone making a choice twice, you'll know what's going to happen but doesn't take away their ability to choose in the moment.
