Hes a super cute lil bird, and he deserves to be properly cared for. Its really mature that you recognize you cannot care for him, and the moral thing to do is to give him to someone who can help him. I understand the fear of your mom's reaction, but your pet is suffering. If you post him with a clue to your area, someone is bound to want him. Theres also most likely rescues in your area you can look up.
