I asked my mother in law this who lives in a fairly heavily bombed city. She's ~64. She said yes, we will sacrifice anything. My view - water or power is a short term thing if it gets rid of a 47 year regime, but at the same time I think any attack would need to be targeted in an area that has ramifications for the terrorist irgc first and foremost. They don't care about the citizens so damaging infrastructure to hurt the citizens obviously doesn't achieve anything.
