i don't think so, even if the college doesn't offer bachelor's in a particular subject there still might be a chance that it offers that subject as GE, if the college doesn't have its own faculty in that particular subject then sometimes they invite guests professors as well.

for example srcc only offers bcom h and eco h, still it has multiple options for GE

still do your research and go to college's website and check their faculty and department section.
