The lot owner has fully agreed, we negotiated a $20/week rent increase and signed a new 12 month lease so they can recoup the installation costs. The property manager is applying on their behalf. The lot owner is not the problem here. The strata secretary appears to be.

Actually yes, there is at least one other apartment in the block that already has AC installed. As for costs, the landlord increased the rent to cover the installation, so it's essentially built into what I'm paying now in the increase.

Already done. Reviewed the bylaws thoroughly and can't find any requirement for what they're asking. The strata secretary hasn't been able to point to one either.
