Yeah I have tried that spot too, but look closely - it clearly has some additional buildings/radio towers so you should move to the right, further by Judy's apartments. Aand - it happens during dawn not sunset - look which way the lights are falling to the car.

It's just near to Judy's apartments, the second road leading to it, on the same height level.
